The Franklin County Perinatal Education Center (FCPEC) was incorporated in November of 1999 by Amy Pendleton. Amy has a Bachelor of Science Degree in Education, Certificates in; Childbirth Education, Doula, CPR Instruction and Child Safety Seat Installation.

Amy, having 16 years experience as a childbirth educator, is a mother of 2, and felt compelled to create programs educating women and their families about childbirth and related topics. Amy coordinates and instructs classes given by the center. She has become well known in the community as the main education provider for expectant women and their families in the counties of Franklin, Patrick, and Henry. 

The FCPEC is a non-profit organization dependent on donations and grants for funding. The center accepts payments for some classes from those with the ability to pay, as well as excepts Medicaid and Virginia Premier. The Perinatal Education Center provides free child safety seats and products to eligible families. Most of the furnishings, class products, and car seats are donations. At least 60% of the clients receiving services from the Perinatal Education Center are deemed at or below poverty level according to the Virginia Department of Health. The staff is made up of interns, retired workers, and volunteers. Grants are written by the executor and reviewed by a committee before submitted. 

A board of directors oversees all transactions for the center.
